Singapore Outreach Visit – Expanding International Connections: Activity Report

To further promote the internationalization of the Alliance and expand overseas collaboration and international exchange opportunities, the Alliance conducted an international outreach visit to Singapore from June 15 to 18, 2026. The delegation was led by Professor San-Yi Huang, Director of the Alliance, accompanied by Ph.D. Candidate Yi-Hang Tsai, Deputy Director Hsin-Yu Lin from the Office of International Affairs and Accreditation, and Manager Kuo-Cheng Hung from the Industry-Academia Foresight Center. During the visit, the delegation met with representatives from the Taipei Representative Office in Singapore, Temasek Polytechnic, KooBits Headquarters, Singapore Polytechnic, and Singapore Management University (SMU). Through site visits and in-depth discussions, the Alliance gained valuable insights into Singapore’s experiences in smart technologies, industry-academia collaboration, startup development, and technology commercialization, while also exploring potential opportunities for future cooperation.

Temasek Polytechnic: Exchange on Smart Agriculture and Technology Commercialization

The Alliance first visited Temasek Polytechnic and met with Mr. Chih-Wei Lee, Chairman of the International Association for Agricultural Sustainability (IAAS), and Mr. Kuo-Chang Fu, Secretary-General of IAAS. Discussions focused on the development and applications of smart agriculture and intelligent aquaculture technologies. Both parties exchanged views on how digital technologies can enhance productivity, optimize management processes, and facilitate industrial upgrading. They also discussed models for technology commercialization and industry-academia collaboration, gaining insights into how Singapore effectively connects research outcomes with industry needs to create practical value.

Taipei Representative Office in Singapore: Understanding Industry Trends and Strengthening Connections

The Alliance visited the Taipei Representative Office in Singapore and met with Deputy Representative Wen-Ling Wu and Director of Education Affairs Yi-Jui Chiu, among other officials. The discussions covered the current development of Taiwanese enterprises in Singapore and emerging business collaboration opportunities between Taiwan and Singapore. Participants exchanged perspectives on Singapore’s industrial landscape, entrepreneurial ecosystem, and digital economy development. The meeting also explored ways to strengthen connections with local Taiwanese business communities, creating future networking and market expansion opportunities for Alliance members.

KooBits Headquarters: Exploring Startup Opportunities in the AI Era

The Alliance visited KooBits, a leading Singapore-based educational technology startup, and met with Mr. Stanley Han, Founder and CEO, and Mr. Eugene Jiang, Co-founder and CTO. The discussions focused on Singapore’s startup ecosystem, the company’s entrepreneurial journey, and the impact of generative AI on the software industry. Both sides exchanged views on the future development of artificial intelligence in educational technology, digital services, and enterprise applications. Potential opportunities for technological collaboration and international exchanges were also discussed, with the aim of creating value through cross-border cooperation.

Singapore Polytechnic: Learning from Industry-Academia Collaboration and Innovation Incubation

The delegation visited Singapore Polytechnic and toured several key units, including the School of Electrical & Electronic Engineering, School of Mechanical & Aeronautical Engineering, School of Business, SPiNOFF, and InP.

The Alliance met with Dr. Lim Joo Ghee, Director of Electrical & Electronic Engineering, Mr. Duncan Sih, Director, along with 26 faculty members, alumni, and industry partners.

Through presentations, campus visits, and networking lunches, both sides shared experiences in industry-academia collaboration, student internships, corporate projects, and startup incubation. Particular attention was given to talent cultivation, industry engagement mechanisms, startup mentoring programs, and the commercialization of innovative technologies. These exchanges laid a solid foundation for future international collaborations.

Singapore Management University (SMU): Learning Successful Practices in Technology Commercialization

The Alliance held a focused discussion with Professor Tiam Lin regarding strategies and practical experiences in technology commercialization.

The exchange centered on how academic research can be transformed into commercial value, as well as the challenges and obstacles commonly encountered by faculty members during the commercialization process. In addition, the Alliance gained insights into how the Singapore government has established platforms that connect industry needs with emerging technologies, enabling enterprises to identify suitable technological solutions and accelerating the commercialization of research outcomes. These experiences provide valuable references for supporting Alliance members in innovation and technology deployment.

Second Visit to the Taipei Representative Office in Singapore: Focusing on AI and Semiconductor Collaboration Opportunities

At the conclusion of the visit, the Alliance met with Dr. Chen-Yuan Tung, Representative of Taiwan to Singapore, Mr. Wen-Chung Wu, Counselor and Director of the Economic Division, and Ms. Wan-Mei Tsai, Deputy Director of the Economic Division.

Discussions focused on the development of artificial intelligence and semiconductor industries, including Singapore’s promotion strategies and future development plans in these sectors. The Alliance also shared Taiwan’s technological strengths and industrial advantages.

Both parties exchanged views on future collaboration opportunities in industry partnerships, talent exchange, and technology promotion, with the goal of creating more cross-border cooperation opportunities and jointly advancing technological innovation.

Outcomes and Future Prospects

This Singapore outreach visit significantly strengthened the Alliance’s connections with academic institutions, industries, and government agencies in Singapore. It also provided valuable insights into Singapore’s successful practices in industry-academia collaboration, startup incubation, technology commercialization, and AI applications.

The visit established important channels for future international cooperation and laid a strong foundation for technology exchange, collaborative research, and overseas development opportunities for Alliance members.

Moving forward, the Alliance will continue to deepen its international partnerships, integrate academic research with industry needs, and support members in digital transformation and artificial intelligence development. Through sustained international engagement, the Alliance aims to create greater opportunities for innovation, collaboration, and global impact.
